This is a permanent full time position working 35 hours per week.

Reporting to the Manager, Process Design, Business Transformation this role provides leadership and consulting services throughout the organization in the areas of business improvement and transformation.  


Preferred Background:


The successful candidate will possess a bachelor’s degree in business administration or related discipline with at least five (5) years of experience leading process improvement and customer centric business transformation initiatives. Extensive experience providing consulting services in a large organization, specifically with business process documentation, analysis of process models, workflow diagrams, performance metrics and reporting, and continuous improvement strategies is a must. Experience with organizational transformation, assessing change capacity and employing organization effectiveness design and transformation methodologies.  Knowledge and experience with strategic business planning models, change management and leading staff to define issues, strategies and processes to support transformation and methodologies are also required. Candidate must demonstrate highly developed oral and written communication skills including effective report writing and presentation delivery, demonstrated analytical skills in optimizing business processes and identifying options, risks and recommendations. Proficiency with MS Project, Visio, change management tools and techniques are required. Lean Six Sigma certification and/or PMP designation would be considered an asset in addition to strong political acuity and experience in a municipal or other government environment. An equivalent combination of education and experience will be considered.





·         Manage and/or participate as a team member on strategic business transformation projects consisting of resources from business experts from other departments, Regional partner organizations, externally contracted consultants and vendor representatives.

·         Apply knowledge of Regional business practices and industry best practices to identify business improvement opportunities with customer centricity at the forefront.

·         Define business improvement initiatives in consultation with clients and key stakeholders to determine critical issues, focus, scope, objectives, methodologies, activities and timing.

·         Review and re-engineer business processes and work flows, to improve the efficiency and effectiveness of operations, assess risks, establish service standards, assist in implementing required changes, and utilize performance measures to monitor the improvements achieved.

·         Participate in change impact analysis and change management activities.

·         Apply management concepts and techniques such as Lean and Six Sigma to define business improvement opportunities, measure existing process performance, map and analyze processes to determine root causes of performance issues, identify, test and recommend solutions.

·         Actively participate in the preparation of proposals (e.g. RFPs, RFIs and RFQs)

·         Provide customer-driven, value-added management consulting services and strategic advice and support to the Region’s Departments through a portfolio of projects and business improvement initiatives.

·         Provide advice on how to structure client support, provide analysis and develop architecture requirements design to facilitate transitioning to a transformed environment.

·         Promote, educate, advocate and apply, across the organization, the principles of business improvement, transformation and the adoption of a customer centric business model.

·         Lead and conduct transformation needs assessments for major transformation initiatives including: identifying organizational readiness, catalysts driving change, scope of the transformation, size, risks, challenges, opportunities, organizational wide system impacts and success indicators.

·         Research, review and apply emerging and existing management tools, techniques and technologies.

·         Create presentations and present to various stakeholders, and facilitate meetings and discussions.

·         Perform other duties as assigned.
